With the exception of power conference institutions and wealthy institutions/school districts with large budgets appropriations, the vast majority of high school and college athletic departments are poorly funded. Furthermore, high school and college athletic departments are under pressure from senior leadership officials (i.e. superintendents, college presidents, etc…) to be financially responsible, increase revenue streams, and if possible, be financially independent (little-to-no institutional budget appropriations).
