This has to be a well discussed paper, with good analysis and great use of theory in regards to assessing the Australian Government's initiative in sub-contracting out service delivery organisations such as the MCCI ("The Multicultural Communities Council of Illawarra"). Please focus on the 'Aged Care' services aspect of MCCI in terms of its operations, and briefly use "PICAC NSW & ACT" as a case study - I have attached the relevant information such as Annual Reports, etc. Don't forget to use the Aged Care Act 1997 and aged care reform. Relate this to the introduction of "My Aged Care" - moving from a welfare model to a consumer-based model. The funds no longer go to organisations such as MCCI. This can link directly to the second part of the question.
