(GTMO). In the 20+ years since 9/11, the U.S. has been victimized by dozens of terror plots and successful terror attacks, although none on the size or scale of 9/11. A number of these plots were carried out, however, not by terrorists from overseas, but by Americans recruited or incentivized by al-Qaeda or later on, ISIS. Many of the policies and laws championed by President Bush were maintained by his successors, including GTMO detention, the war in Afghanistan, and large-scale surveillance programs. Indeed, President Biden's withdrawal of U.S. troops from Afghanistan in August 2021, although widely criticized, was the culmination of efforts begun by President Obama and continued by President Trump.
