Positive reinforcement is all that is needed to teach a behavior

There is an argument in psychology that states that positive reinforcement is all that is needed to teach a behavior and that there is no need for punishment.
After reading the chapter on learning and watching the video, please explain if you agree with the above statement and why. Use examples if necessary.
