Public Sector Reform in France

A​‌‍‍‍‌‍‍‌‍‌‌‍‍‍‌‍‌‌‌‍​rticle should be based on 4th edition of the textbook "Public Mangement Reform" by C. Pollitt and G. Bouckaert, in particular Chapter 3,4,5 of the book. I choose the major first relevant public sector reform in France, namely the "LOFL – Loi organique relative aus lois de f​‌‍‍‍‌‍‍‌‍‌‌‍‍‍‌‍‌‌‌‍​inance" of 2001 as a case study. I have attached the book as well as an example paper of a student who took the course earlier and to which I wish to model my paper to (similar but not SAME research question, structurem choice of chapter).
